Trick or Treat on 23rd Street in Richmond California. An economic development effort led by Urban Transformation. In participation with the 23rd Street Merchant Association, the largely Latino merchants passed out candy and showed their wares. Families enjoyed the various activities and discovered storefronts and essentials they were not previously aware of. This series only shows the costume contest component.
